Once the program opens, select “new connection”. Open the “Bluetooth settings” app from Toshiba by searching “blue” on your start menu and click the one that has the Bluetooth symbol next to its name. Open Dolphin, select the controller options menu, and make sure that the adapter options are set to “emulate real Wii Bluetooth adapter”, the 1st slot for Wiimote controllers is set to “real Wiimote”, and the box for “continuous scanning” below that is checked. Once you have all the Bluetooth software correctly installed and configured, the part that was giving me trouble, the actual syncing of the remotes, happens.
The information added to the file will be gathered from device manager by right-clicking on your Bluetooth adapter, selecting properties, and selecting “hardware ID” from the drop down menu in the “details” tab at the top of the properties window. Three lines of text will have to be added to the system information file in the Toshiba software folder, using Notepad. If you do not use an official Toshiba Bluetooth adapter (like I did not), the guide will tell you how to force the Toshiba Bluetooth adapter drivers to install and use your 3rd-party Bluetooth adapter.
